I think we need to be careful on what basis the "Hurt" appears to have been done. To succeed with a Section 18 approval generally means it was not a "Site of Significance" . meaning not an artefact site, not a quarry or tool making site, not part of any dreaming and not a "men's" or women's" site. Rock Shelter, nearly every bit of breakaway country has rock shelters. For mine I have not seen the real facts on the table just sentiment. On the flip side obviously the power of reputational damage born from vested interests has brought down those deemed accountable for generating a "Hurt" It appears a balanced view does not come into it.
