What are the Gulf States doing, particularly Saudi Arabia them being Muslims and Muslims are just one big brotherhood of peace and love.

Whenever we hear the phrase "international community should step in" it basically means "the Western countries should step in". It never includes the Islamic homeland, because Saudi Arabia just couldn't care less.
