If it doesn't matter then why does the US need to have nuclear weapons and bases throughout the world and in Europe?
If it doesn't matter then it should be no problem for Russia to put nukes back in Cuba or China to build a military base in Mexico.
If it doesn't matter then why is the US and Europe complaining about Russia putting Nukes in Belarus when the US has their own nukes next door in Poland?
