Firstly, claims that CIA bases have been built/operate in Ukraine without any physical evidence of them are just that, claims. After all that terrirtoy captured by Putin and no actual evidence besides the original NYT article that claimed there were. Sure, not strange at all.
Secondly, if there woud be CIA bases in Ukraine, the CIA would be an invited guest of Ukraine.
