Option #1 - Most likely IMO Russia dropped another glide bomb on Bilhorod (not the first time). Russia's FAB bombs have the firepower to do this, Ukrainian ATACMS and Ukrainian artillery do not have this power in a single strike. The bomb would have hit the opposite side of the building shown as there is no projectile visible in the video.
Option #2 - Another FSB false flag attack (not the first time either) and a bomb placed inside the building to score cheap political points.
