Yes one part of me thinks that. And they are moving towards a shared currency to undermine the US hegemony with the USD as reserve currency. Clearly a scam the US has perpetrated on the world.
But this is an extremely messy way of going about it. China will back off if they look like being inconvenienced. World trade won't thrive in this chaos. And if you have people who are engaged in guerrilla war it's destabilising. You cannot have the entire world under surveillance, it won't work. Fascinating situation.
