Wrong.
Refineries refine oil. Oil fields produce oil.
Ukraine hitting Russian oil fields would raise the oil price. Ukraine has not struck any oil fields.
Putin voluntarily deciding to lower oil production in cooperation with the OPEX cartel has nothing to do with your incorrect assumptions.
