In all the histories I have read about the Cuban Missile crisis never once have I read that Cuba had a sovereign right to host whatever hostile foreign armies and nuclear weapons it liked against America. Not at all. All the histories make it clear that America had every right to invade Cuba if Cuba did not remove those weapons. America/NATO invented the "Ukraine has a sovereign right to host hostile anti-Russian armies/nuclear weapons/biological weapons" because America/NATO makes up the rules of the so-called "Rules-based order" according to what's in America's interests from time to time.
