Possibly but generally speaking no. The assassination of the top official has other political consequences which warring countries normally do not pursue because of diplomatic negotiations often going on behind the scenes. Internal political sections have no such concern and this is exactly why Hitler was assassinated unsuccessfully by Staufenberg group rather than CIA or KGB.
