That is probably still true to an extent , but as the desperation deepens it is likely they will act with impunity.

Both sides are warning that hard decisions will need to be made in the near future and at the moment the only side pussy footing around has been Russia, for reasons that have been made clear.
There is no desire to fight fellow slavs or lose troops, or destroy territory, but they have to complete the mission to demilitarize their borders and de nazify the infiltrators, otherwise they are doomed.
Amazing, the lengths the arms dealers will go to in making sure the market remains strong for the products.
