No sane person wants a frozen war, with Ukraine being armed to the teeth and Russians still feeling threatened. Ukraine must be demilitarised, as well as becoming neutral with no ties to NATO.
If the US doesn't agree to this then Russia's correct course of action would be to continue to do the job itself: destroy those western parts of Ukraine that it doesn't want to annex and demolish its military to the fullest practical extent by bombs and missiles and general sabotage.
