Looking at it from over the fence, after tea at the pub (because I can), it is obvious that Andrews is a control freak and either makes or confirms every decision. The responsibility lies at his door. Turning back the Federal force and replacing it with unskilled, untrained, unqualified and un protected security was either demanded or agreed by Andrews. Nobody would dare do it without his approval. The buck stops there, though others are just as culpable. He has created an emergency and is, in effect, ruling by fiat, with the opposition kept out of the process. He has put in place draconian punishments for anybody responsible for one death in the workplace whether the cause was direct or indirect. 800 people have died as a result of decisions that were either made or endorsed by Andrews. I cannot understand why Andrews is not in jail, not in court or even why he has not stood down. I certainly do not understand why so many Victorians think he is doing a good job.
