My understanding of the scientific process is.
Start: an idea.
If it progresses it becomes a hypothesis with ways of testing it being explored.
If it progresses and passes tests it may become a scientific theory which is not the same as a theory used in everyday speech which may just be an idea.
Who decides if and when it becomes a scientific theory?
Generally when enough scientists working in the area refer to it as a scientific theory. There are no set timetables - there will always be arguments and scepticism so if you are sceptical it is regarded as healthy but I don't believe that you should necessarily find agreement with your scepticism.
The scientific theory is constantly tested and if found wanting is either changed or abandoned, a process which happens.
