What it means is that they have already signed on a document which is like MOU.... memorandum of understanding and now final details with in those bigger picture agreed terms are being worked out.
GR8 news. CA ALSO will get its legs chopped off by ASIC.

Can U guarantee that SGH cant be 15 dollars in 3-4 years?
Can U guarantee that SGH cant deliver 45-50 cents EPS in 2-3 years time?
Can U guarantee that there will be a D 4 E and it will rsult in total wipe out of existing shareholders.?
Can U guarantee that SGH will loose CA actions and insurers wont pay for them n that case.?
Can U guarantee that SGH won't get escrow funds of 81 million dollars or so?
Can U guarantee that PIP is not working and turnaround in SGH has not happened?
Can you guarantee that NIHL wont deliver 100-300 million dollars in coming 12 months or so ?
Can U guarantee that in few months time ASIC wont shut shop and go home like B4 without finding any thing against SGH ot its people.
Keep adding folks . There R numerous areas like this where we need the wisdom of these 24 x 7 crows telling us how unwise it is to buy SGH at 24 cents.

People have to understand that there R many components to this ANN.
It starts with saying that they have reached and agreement.
There is no change to payment of term loans in their maturity on May 2018.
Recapitalizsation refinancing yes.
So looking pretty good for LT investors.
24 cents was price for BK of SGH and or total wipe out of SGH shareholders which is not the case.
