meric, you are a bit tongue in cheek, but maybe not. The fact is... the govts can do whatever they like to make... as you say 2%. And you raise a good and simple example. Some public servant has been told by his masters that 2% is the goal. So, you can imagine how easy it is. Nothing stays the same. Heck, they can even take baby oil, for example, ... and if Johnson & Johnson increase the price 10%, the public servant looks at the 'new and improved' label, and decides that it has improved 8%.... hence you have 2% inflation.
