I guess it demonstrates the strong pressure the Chinese provincial governments are under to reign in environmental issues. It also presents a distinct opportunity for non-China graphite producers bridging the supply/demand gap exacerbated by mine closures such as this.

This will also have an upward pressure on price due to a combination of supply shortages and the additional financial burden of existing Shandong producers for environmental compliance. Stronger environmental compliance in China should bring production costs more in line with international producers and lead to a strong long term pricing scenario.
