Cynical is good. And further to the excellent posts from anton and skara, in this case supply will not be switched on until supported by profitable long term contracts taking into account one-off costs of restarting ... however long this may take.
Prices could rise quickly now. I imagine Cameco has enough inventory not to get caught out if the spot price moves above their supply contract prices.
The Kazakhs have not been spending on exploration and the explorers don't have the technical teams to get approvals to process yellowcake.
