The simplest solution is to put a cap on the credits you can claim as a refund, say $10,000. That way the million dollar handouts are gone, yet it protects the lower income earners, who can then begin to restructure their affairs as they wish.
A more politically palatable solution would be to wind the cap back gradually over time.
