The problem with the policy is it is based on a premise/assumption that getting a cash refund from the government is somehow morally different to having a reduced debt to the government (ie when the franking credit is less than your overall tax liability including from other sources of income). You are attacking the man not the ball by getting rid of the refunds indiscriminately where it is ultra low tax rates causing the refunds.
