I check the shorts reporting every day & SBL does not appear on them, that in itself doesnt mean there is churn or "left to right" stuff going on. Current stock on the depth page only accounts for 3% of total shares on issue so manipulation is possible but almost impossible to really know if that is happening.
Keep in mind too that if brokers have bought in @ .025 for clients then they too may be unloading to avoid risk, these overhangs can exist for some time after cap raisings.
I'm sticking with fundamentals here, might take some time but once they become cash flow positive then market will act.
I picked up a few more today based on this "opportunity".
