it does seem mission impossible given the current lack of skilled workers. yet the construction industry has been capturing migrant workers since WW2 finished. Menzies attracted many thousands to build homes as well as hydroelectric dams from late 40s through the 60s. maybe Albanese can manage a similar feat.
