One solution is deporting any new ( argue over what new is by all means ) immigrants involved in crime and all of their immediate family in the same household. That is make the families responsible for their machete wielding and shoplifting gangs crimes.
Make it clear they control their kids or they are flown back to their countries the day after conviction.
This frees up housing very quickly and solves a lot of problems.
Chances of getting this past the hand wringers is close to nil of course.
Troublemakers protesting about problems back in their own country cop the same. Giving them a home is one thing but importing their trouble is another!
Clearly the drownings are overrepresented by new immigrants and tourists being idiots in the water. Many things could be done about this before entry to lower those numbers. Thought I would put that in before being called the devil incarnate!
