    I worked as a nurse in the prison system for 8 years. I got to know many inmates very closely as I had to do assessments and planning therapeutic responses for inmates suffering addiction, suicidal thoughts, anxiety and difficulties coping with the culture, new inmates and old. murderers, thieves, violent offenders of all sorts and the mentally ill in prisons. I also did considerable university studies to back up my practice.

    yes its up to a judge to decide. this is a constitutional requirement that is sensible. but the fact is that many are released with no improvement or evidence that they will not re-offend. note that I apply this reasoning mostly to violent offenders. these are the ones most likely to re-offend and so be recidivist.

    the case of Loveridge is worth examining. he has done the required violent offenders programs, yet has committed no less than 4 violent offences in prison, the most recent just a few weeks before his parole hearing.
