No... absolutely not. Crime (theft, rape, murder) was at a minimum during Apartheid.
Sirens would sound at 21h00 and all peoples would have to be in their own racial zone until 05h00 Whites in theirs, Blacks in theirs. Coloureds in theirs & Asian (Indian, Muslim & Chinese) in theirs.

Murder is the only reliable crime statistic in South Africa, as unfortunately for the POLICE, the victim's bodies are more less accurately accounted for by mortuaries.
Although these mortuary statistics are slightly iffy too, as often no cadaver is recovered. For often corpses are burned, and no err ... carcass is recovered, at all.
