The world almost came to WW3 during the cuban missile crisis. NATO in Ukraine is a MUCH bigger provocation than Russian missiles in Cuba, due to the geography and topography of the Russian land mass.

As for Serbia, the project does indeed have some sovereign risk, but not because of Russia. The risk arises from moves by the Council of Europe, just yesterday, to recognise the break-away narco-state of Kosovo.The C of E's parliamentary assembly overwhelmingly passed a report recommending membership, with even representatives from non-recognising states voting in support.
