That's a strong statement you have made, I would assume that the maintenance contract was due for tender. We do not understand the decision making in this scenario.... maybe UGL was not performing to the santos standard and was just used as labour hire but charging at higher rates, why not challenge the contract and potentially consolidate and use one contractor across all santos sites.
This was why Santos nearly went under years ago, too many embedded contractors that took advantage of the cash cow, thats why Kevin came in and had to rattle the cage and turn the company around.
