Yes, fair points, and it seem unable to take any sensible decisions on anything, especially building stadiums and swimming pools. However, for some time Qld was previously a major beneficiary of the arcane workings of the Grants Commision, and GST carve up. Labor Govts specialty, is tax, spend, and waste. Mind you, some miners do not have clean hands when it comes to the public interest, or retail holders, eg remuneration, bonuses, and the largesse, not altogether unnoticed by the pollies and the average voter.
