none of us on this forum know who is or isn't effective on the management team .. its assumptions and once again its your perception because they are not communicating how "you would like them to". there is a complete discount of any eternal issues that may be hampering progress that are out of managements control.. a total unwillingness to acknowledge that things have arisen that have hampered progress (as advised by the company).. its all just put down to management being ineffective...
nothing in business ever goes to plan.. and if it does.. your plan was probably wrong because you can never ever plan for every situation ( sorry i think you are the only one how would claim to have a perfect plan) ... there will always be some left field hiccup that nobody saw coming.. always.
