US/European sanctions against Russia are about getting Putin to "play nice". They aren't about regime change. Regime change in Russian will probably involve a coupe d'etat, and that isn't good for business. The Russians owe too much money to the West for a repeat 1998 to be allowed.
It isn't beyond the US to beat Russia in public with one hand, and help them in private with the other. Helping Russia is probably cheaper than bailing out the European and American banking systems (again).
