The time for the US to have helped Russia was back when Gorbachev started 'perestroika' and 'glasnost' ..... but no the US was too full of itself gloating how they won the cold war.
[I still remember the moment when Gorbachev and Reagan met for 3 days and Gorbachev offered to completely dismantle Russia's nuclear arsenal if the US would do likewise. The offer fell flat because Reagan refused to abandon the 'star wars' program. A few years later it was revealed the whole star wars program was technically infeasible ...DOH!. The World has been within a whisker of nuclear war on several occasions and on that occasion we missed out on World peace "by that much"]
