That's a bit harsh.
I don't think the article was referring to the USD demand or anything like it.
It was stating & quite fairly imo that the systemic risk that was in the market in 2007/08 still exists today & that in many cases the risk is now greater.
With the growth in debt & zero interest rates that's pretty hard to argue.
