The directors and management have combined options over 60 million odd shares. All they have to do is get the share price over 8 cents. There is no need to issue any more oppies. What is good for the goose is also good for the gander. The issuing of more options will be tantamount to give rewards when ordinary shareholders have lost their invested capital - a good part of it.
