There are a fair few of us, that  like the look of this.

I will list a few pertinent points, briefly.
But, nothing substitutes for your own research, and DD, ......yada, yada.

1- The Vic EPA storage of PASS approval has been granted, but there is other more minor approvals and or permits, still to be granted.

2- The March 2016 (link included)quarterly summarises the project and progress, very comprehensively and is well worth the few minutes of time, to read it.

3-   Capacity 6.2 million tonnes of PASS, at up to 1 million tonnes per year, at commercially less than $140 per tonne.
Do your maths and that ends up in a very nice number, with very minimal capex and opex.

4- Between 100,000 to 1 million ounces of disseminated gold, with an excellent  heap leach recovery rate.  Low cost operation, @ approx. $600.00 to $700.00 per ounce.

5- Gravel, sand, road base, on the truck backloads.

6- DOD underwater weapons testing payments.

7- Land fill options, for the future, when it suits us.

8-Not just one project, when this gains traction PASS will be coming to us, from a number of projects.
Fisherman's Bend and Melbourne CBD redevelopment projects, as well as the Western distributor road tunnels and the Melbourne metro rail tunnels.
2017 onwards.


Risks,.....hmmm

All Melbourne infrastructure spending, could come to a grinding halt.
The State and Federal governments could become insolvent, along with all of Victoria's major developers.
The carp could put up a fight, over being displaced from the pits.

Anyone think of any other risks.
