The federal government needs to build a highly secure quarantine facility guarded by the military. This facility needs to be able to accommodate 5,000 to 10,000 residents, it needs to be just like a small community with all the associated services including police, ambulances, a hospital etc. that has the capacity to efficiently service this 5-10,000 residents in normal circumstances. Lets say we choose a small regional town somewhere really nice, somewhere you'd go a long holiday, with a nice beach, the works.

Otherwise everyone else will be supported by the federal government - give everyone a Centrelink payment of $50,000 for 12 months. The residents of the compound will not have to pay for accommodation or utilities. They will just need to buy food from the fully stock supermarket. they can even order online and get it delivered from the outside world. It will be just like the outside world, but without the ability leave this secure area.

Then, get vaccinated and unvaccinated volunteers from antivaxxer, conspiracy theorist or anyone who wouldn't mind a long holiday, and relocate them into this facility/town, lock it up and start introducing the various strain of the virus into that community. No lockdowns, social distancing or masks. Then we observe for the next year and see what happens.
