No, not "manipulated" to 2.5c. The market will see value at 2.5c because that is where the cash backing is, so people will start buying at 2.5c.
If they have 2c in cash and a lithium mine that is not making any money then the market might say, ok, we'll attribute no value to the mine because it isn't making any money and we will pay 2c for the shares and get any upside for free if lithium prices ever get up again.
