Check the water level inside the system and if it not coming to the top then the water level maybe able to be adjusted to allow more water to give a full flush. I am not a plumber but have replaced the internal mechanism for flushing. They can be bought from Bunnings for not much. There is also plenty of videos on Youtube on how to fit a new sytem plus the adjustment.
