Well I'm not sure what you are looking at, but the chart you posted clearly has one line & its saying Debt to GDP ratio is under 80% in 2013/14 it does say projected & actual, but only one line actually comes up & it doesn't say which one this is.
So perhaps what you posted just doesn't display what you think it does.
It would be a lot simpler if you just answered the question you seem to be avoiding.
What is the current US Fed debt to GDP ratio, give or take 5%?
