I think you're focusing to much on the exact day. The word they used was "expected" by the end of the year - they did not use the word "guaranteed" I don't think there is a conspiracy going on here - just a delay due to Christmas and it being Argentina. To many people are wanting to turn a very small point into a down ramping issue. It's ok - be patient.
