I've never watched live coverage of a US election count, but I've seen more than a few in Aus. Generally, the pundits won't call a trend until at least 15% of votes are counted.
If you extrapolate that, I suppose once 15% of the early voting ballots have been returned and counted, you could probably call a trend...for the early voting ballots.
0.3% is still too early to call.
As I said, Florida looks likely to be a tight race again.
