Huh, on closer inspection he didn't explicitly advocate for conversion therapy, no. Here's what he said:
I think that there's a strong implication that he's advocating for programs to either a.) encourage gay people to stop being gay, or b.) encourage gay people to be celibate; since if he were advocating safe sex programs he almost certainly would have just mentioned that rather than leaving the statement vague.
As the piece I posted states though, he's on record advocating against affording gays the same kind of anti-discrimination protections afforded to women and ethnic minorities.
I admit the Politifact piece is dishonest in its conclusion of "True" though, it should have same semantic wiggle room like the ABC's fact Check - which has conclusions like "True, but more the story", "In the ballpark", "Far-fetched", and so on.
