To my knowledge you can't build a windmill without concrete from limestone and coking coal, steel from iron ore and coking coal, copper from copper ore, sulphuric acid, and electricity from coal or gas, and plastic from crude oil.
You can't build a solar panel with glass made from silica and electricity from oil or gas, plastics from crude oil, copper (as above), steel (as above), and aluminium from bauxite and large amounts of electricity from coal or gas (or occasionally hydro).
