Sin taxes or excise on smoke and booze have been linked to inflation for decades.
This was done to stop politicians getting the blame for and seeing the annual headline "Smokes and Booze UP" blaming them
I actually agree that if we could have a sensible debate, in a high inflationary world, capping or suspending indexation of excise would be wise. As an increase in excise is inflationary in itself.
Unfortunately, politicians know that as soon as they do this once, they will be expected to do it next year, etc
