Read my post again, the Masterplan was complete, the tender process was well advanced, just short of award. At the time, about 20 people a day commuted from Mandurah so it was to be built through undeveloped terrain to reach Rockingham in 2003 and Mandurah in 2004. Running through trains Mandurah to Clarkson and Midland to Freo on a 4 track central section would have been a doddle.
