The Government sets out guide lines that they hope retailers will follow, that is all, the government does NOT protect you
If the retailer does not want to honor the guarantee you will have to take them to court and prove your case, depending on the value as to which court you have to go to
The ONLY guarantee that works is a reputable company that honors their word, if the company relies on their good name they will replace the item, there are lots of shonky companies out there who wont
So it is far more important to purchase from a reliable company than just buying on price
