I think you are laying the responsibility for any delays at the wrong door.
Big decisions like sacking a chairman are not made lightly or without good cause by any company. Can you imagine this process would have had anything but extreme cause for action or else it wouldn't have been contemplated? I imagine the "doing" of it would have taken weeks at a time when AVB could least afford distractions. Therefore, the only conclusion I can draw is time meant to be spent on other corporate matters was likely consumed by this issue. If there was good cause to take these extreme actions then perhaps the target of your angst re timely news belongs with a different director?
PS Brazil has 3 parallel levels of government/regulatory authorities. It does take longer over there and that's simply the way it is. It is my belief that Luis Azevedo has been promoted as having superior expertise in all things regulatory, not friends whose arms he can twist or palms to pat. I'm glad he is on team AVB. I still believe it is all very close.
