As Tara stated above a small/unmarketable parcel is anything under $500, that's the ASIC definition of small/unmarketable parcels. I'm pretty sure that anyone that opted for paperwork to be sent via mail will receive the opt in notice. It was probably easier for them to just send the paperwork to everyone, should be irrelevant to anyone that has a parcel above $500 at the date of implementation.
