spot on stayer. the point is that these people should never have been imprisoned without having committed a crime and being found guilty by a judge.
crims are given a sentence and when the sentence is expired they are necessarily released to commit more crimes. its how the Corrections system makes money - though industrialisation of crime. it keeps police employed in ever large numbers and keeps prison officers out of trouble by giving them jobs where they can legally bully others.
its a cynical business and the political parties are happy for the system to continue unreformed.
political detainees had committed no crime coming to Aus. but once inside the prison system they learn to hate the country they've come to and to take revenge. its a pretty broad generalisation but I think you'll get the idea.
