The numbers of soldiers killed ratio to civilians is usually about even in war. The ratio in Ukraine has much lower civilian losses, indicating that Russia is trying to avoid civilian deaths and concentrating on military targets. I think I heard that from Scott Ritter, but obviously I have no way to verify if that is true.
