The Manchester bomber was on police and terror watch lists and had just got back to the UK from a trip to Libya. He was also an impressionable 22 yrs old.
If a young male ticks these sorts of boxes and is of Islamic faith why wouldn't it be mandatory to attend deradicalisation counselling say twice a week? This involves no deprivation of liberty.
At the very least it sends the clear message he is being monitored and surely that would be a deterrent?
