It's actually quite consistent with the 'Neoliberal' view of the world in the sense they believe in smaller, 'light touch' Government and Administration although it is being 'sold' to the public as a positive move on the efficiency front although that obviously remains to be seen. It would be interesting to know the background ie who completed the review, made the recommendations etc. I'd be prepared to have a small wager on them having 'outsourced' the exercise by engaging the services of very expensive external 'Consultants' on whose recommendation they are acting as is the fashion and that's another story.
